On March 2, 2004, citizens of the COD Community College District overwhelmingly approved a bond measure to improve the facilities of the College. Bond measure projects address critical facility and infrastructure needs, health and safety issues, energy efficiency and technology improvements, job and career training needs, and enrollment growth. All projects are based upon the College's Educational Master Plan and Facilities Master Plan. The College Board of Trustees received public input and review before approaching the scope of funded projects.
The College Board and administration are moving forward to implement in phases all of the projects approved by measure B. Construction of some of the approved projects has already begun, with most projects scheduled to be completed by 2012.
Proposition 39, approved by California voters on November 7, 2000, requires strict public accountability standards for all approved school and community college bond measures, including the establishment of an independent Citizens' Bond Oversight Committee. In compliance with these legal requirements, the Board of Trustees has appointed a seven member committee to see that bond funds are used in accordance with their intended purpose. Your newly appointed oversight committee consists of seven members representing the community at-large, senior citizens, taxpayers, business, a college support organization, and a student leader. We held our first meeting on September 15, 2004.
The Citizens' Bond Oversight Committee will meet quarterly to review bond project expenditure reports to ensure that bond proceeds are expended only for the purposes set forth in Measure B, and that no bond monies are used for teacher or administrative salaries or other operating expenses. The Committee will utilize a variety of methods to fulfill its responsibility to inform the public on the expenditure of bond funds, including this website. Each year we will produce and present to the Board of Trustee an annual report on the College's compliance with accountability requirements, and a summary of the Committee's proceedings and activities for the year.
